In-Situ filling of LPG Cylinders

A Code of Practice is being developed and should be finalised in March.

In-situ fill cylinders require a different hazardous atmosphere zone to exchange cylinders. If a location test certificate is issued for exchange cylindes then that test certificate is not transferrable to an in-situ cylinder filling situation.

Please advise our office should you change your process whereby cylinders are filled at your site rather than exchanged.

Taking the heat off businesses storing and handling hazardous substances is the aim of Cambridge based company Inferno Consultants.

Peter Lee and his dedicated team works hard to keep Waikato industry safe by ensuring workplaces comply with the new hazardous substances regulations.

?Businesses within the Waikato have taken on board the changes positively from the previous Dangerous Goods Act to the new HSNO Act [Hazardous Substances and New Organisms Act],? Peter said.

Peter has always had an interest in hazardous substances with his background of 30 years in the New Zealand Fire Service and 10 years experience as a dangerous goods inspector. Hazardous substances include gases, like LPG, flammable liquids, such as petrol, oxidiers, like chlorine, and corrosives to name a few.

Peter encourages business owners to look at lower risk alternatives, or to reduce the quantity of hazardous material stored, and to improve their storage requirements.

There are hefty fines available to the court for those failing to comply with the new legislations and non-compliance may also put insurance cover at risk.

Peter also works closely with the insurance industry to ensure his clients are not exposed to such risks. He says he and his team love being based in Cambridge, on the corner of Alpha St and Empire St.

?Cambridge has been a perfect centre for us to establish our business. There are no charges for parking, low rents, a friendly environment, easy access to the rest of the Waikato and of course in the centre of the Cafe scene. What else can you ask for,? he said.

ERMA New Zealand and the Department of Labour will share a site at the Mystery Creek Fieldays in Hamilton this year (13th to 16th of June) in a united effort to enhance the safety message to farmers particularly with regard to HSNO.

DOL and ERMA New Zealand staff will be available to assist visitors with queries and/or information. If you are attending the fieldays pop in and take the opportunity as they will be available to assist you where they can. The site number is 51 The Bledisloe, which is situated opposite the lake near Gate 3.

Information sheets in relation to the farming industry have been developed in various topics such as signage for fuels on farms, storage of fuels on farms, emergency management to name a few. These will be available when the Fieldays commence and will also be on the ERMA NZ website (see links for address).

WasteTrack is an internet-based database that tracks wastes from generation through transport to treatment or disposal.

Between May 2005 and January 2007, New Zealand generated 153 million litres of liquid and hazardous waste. Until recently, it would not have been possible to know that figure because there was nothing in place to measure waste.

Following policy review, the Ministry for the Environment has introduced a Liquid and Hazardous Waste Code of Practice, which all local authorities and waste businesses must adhere to. The key to tracking the waste is a software package licensed from Western Australia?s Environment and Conservation Department. Known there as the Controlled Waste Tracking System, it has been modified to meet New Zealand requirements and re-named WasteTrack.

WasteTrack is an internet-based database that consolidates manifest, facility and carrier data to track wastes from generation through transport to treatment or disposal. Liquid waste contractors were involved in the Ministry?s trial, which began in May 2005. Now, the system will become mandatory for them and councils by mid-2008.

The Ministry will support the implementation of WasteTrack through the development of standards that will place controls on the storage, transport and disposal of hazardous waste.

The Ministry for the Environment is now seeking outsourced implementation and management for the system.

The successful bidder will administer and implement WasteTrack across all local authorities and the liquid and hazardous waste contracting industry.

Group Standards

Group Standards were issues and came into force on the 1st of July 2006.

A group standard is an approval under HSNO for a group of hazardous substances of a similar nature, or type, or having similar circumstances of use. A group standard is therefore risk based rather than solely hazard based. The risk of substances in the group standard will be menaged by a single set of conditions rather than by the controls set out in the HSNO regulations.
